OBJECTIVES OF THE PROGRAMME

The work of the NCD programme in the WHO Eastern Mediterranean Region (EMR) is guided by the Regional Framework of Action (RFA) to implement the UNPD on NCDs, providing Member States with strategic interventions in the areas of Governance; Prevention and reduction of risk factors; Surveillance, monitoring and evaluation; and Health care. Addressing NCD, specifically the four priority groups of cardiovascular disease, cancer, diabetes and chronic respiratory diseases and their risk factors, requires multisectoral whole-of-government and whole-of-society preventive action, as well as reorientation and strengthening of health systems to deal more effectively with early detection, effective and prompt treatment, management of complications, and palliative care for people with advanced manifestations of NCDs in both stableand emergency settings. The RFA on cancer prevention and control hasbeen developed in alignment with the above mentioned RFA to implement the UNPD on NCDs and the World Health Assembly Resolution 70.12 (2017) on Cancer Prevention and Control in the Context of an Integrated Approach. The framework guides Member States onhow to scale-up their national cancer prevention and control response by providing strategic interventions across six areas of work, namely (i)governance; (ii) prevention; (iii) early detection; (iv) management; (v)palliative care; and (vi) surveillance and research. The six key areas of workaddress the continuum of care and are applicable for the policy planning of allcancers.The WHO Global Initiativefor Childhood Cancer is a five-year collaborative effort between WHO and StJude Children’s Research Hospital to increase care access, quality, and integration of childhood cancer in national and global agendas. The overall objective of the Initiative is to measurably improve health outcomes and to reduce suffering for children by scaling-up the capacity of Member States to provide quality services for children with cancer, and to increase prioritization of childhood cancer in national priority benefit packages.The objective of the WHO NCD programme is to reduce NCD mortality and morbidity through increasing access toquality health care services. The main focus of the programme will be onstrengthening the health system and ensuring public access to NCD and cancer care services across the continuum of care.

Description Of Duties

The incumbent will perform the following duties:

1- Liaise with health staff at national and sub-national levels to provide technical input in the development, implementation and follow up of NCD and cancer related activities to ensure that activities are implemented in accordance with WHO policy and internationally recognized standards.

2- Work closely with the Ministry of health and other partners to ensure proper and timely implementation of the program activities.

3- Provides support towards planning and executing workshops, seminars and meetings for all NCD andcancer related programmes at the national level.

4- Technically review program reports, proposals and other documents relevant to the program and make recommendations on best practice and provide quarterly situation reports on progress, achievements and constraints.

5- Participate in engagement with stakeholders at local levelfor NCD and cancer program, to identify priority health related issues amongthe targeted population and ensure that these are properly addressed in anintegrated primary healthcare approach.

6- Constantly monitorNCD and cancer needs at the national level to inform planning and achieve NCD objectives.

7- Collect and compile data, including analysis related tothe above-mentioned areas, to generate evidence-based information to supportsound decision making and reorientation.

8- Undertake regular field visits to attend field health coordination meetings.

Required Qualifications

Education

Essential: University degree in medicineand public health.

Experience

Essential: At least one year of relevant experience in NCD prevention and management and mental health,with specific experience in cancer prevention and control.Experience in working with local community and National authorities.

Desirable: Work experience with UN system or international non-governmental organizations. Experience indeveloping countries.

Skills

  • Good knowledge of principles and programs on NCD prevention and management, particularly related to cancer prevention andcontrol
  • Sound skills in working with local community in particularrural level in setting priorities and development of action plans
  • Ability to prioritize, organize, manage and adaptmanagement style according to needs.
  • Ability to work under pressure

REMUNERATION

Remuneration comprises an annual base salary starting at PKR 3,490,455 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
